Dubai Municipality Issues 10,700 Building Permits in the First Quarter of 2026

The Dubai Municipality has announced significant performance indicators in the construction sector from the beginning of 2026 until March of this year, showcasing the rapid developmental activity taking place in the emirate and the attractive investment environment that continues to establish Dubai as a leading global destination for sustainable urban development.

These results highlight the ongoing role of the Dubai Municipality in supporting the objectives of the Dubai Economic Agenda D33 and the Dubai Urban Plan 2040 through a comprehensive array of smart services and enabling legislation aimed at enhancing the efficiency and sustainability of the construction sector.

Construction Licenses

During the specified period, the Dubai Municipality issued 10,776 construction licenses, marking a 12% increase compared to 2025. This rise reflects the growing demand for developmental projects within the emirate and the high level of confidence that investors and developers have in Dubai’s real estate sector.

This growth is backed by a range of advanced digital services and facilities offered by the municipality, which aid in speeding up licensing procedures, enhancing customer experience, and achieving high levels of efficiency in the licensing process.

Additionally, the Dubai Municipality processed 10,855 requests for site structural inspections, demonstrating the volume of ongoing construction activities and the municipality’s commitment to applying the highest technical and engineering standards at every stage of implementation.

Construction Activity

The total amount of concrete supplied to active construction sites reached 824,381 cubic meters, serving as a clear indicator of substantial construction activity and progress across various projects within the emirate. This reflects the readiness and integration among involved parties in the construction sector, along with the efficiency of supply chains and logistical support that ensure business continuity according to approved schedules.

Sustainable Expansion

The total area of licensed buildings reached approximately 3.9 million square meters, an increase from 2025, indicating ongoing expansion of the emirate’s urban footprint. This expansion encompasses a diverse range of projects, including residential, commercial, and service-oriented developments. It aligns with a comprehensive vision aimed at fostering integrated and sustainable communities that enhance the quality of life and provide a balanced urban environment to support demographic and economic growth while adhering to the highest standards of environmental sustainability and smart urban planning.

A total of 3,154 requests for building completion certificates were submitted, underscoring the efficiency of the procedures related to project completion and handover.

This metric confirms the success of the Dubai Municipality in accelerating the project lifecycle and enhancing construction efficiency, from licensing to execution and completion, thereby facilitating timely project delivery and supporting sustainable economic activities.

Continuous Growth

Engineer Mariam Al Muhairi, Executive Director of the Building Regulation and Licensing Agency at the Dubai Municipality, stated: “These advanced indicators reflect the development momentum in Dubai and the efficiency of the integrated system led by Dubai Municipality to regulate and advance the construction sector in line with the Dubai Economic Agenda D33 and the Dubai Urban Plan 2040.”

She further added: “The ongoing growth in license issuance and the swift completion of projects confirm our successful efforts in building a flexible and sustainable urban environment grounded in innovation, where regulatory frameworks integrate with smart solutions to enhance execution efficiency and output quality.”
