Dubai Promotes Growth of Businesses in the E-Commerce Sector

Dubai is continuously strengthening its position as a premier global business hub, supported by a regulatory framework designed to empower and facilitate the expansion of companies in the e-commerce sector and to promote innovation in the simplest ways possible. This approach to licensing reflects Dubai’s commitment, enabling retailers, trade outlets, restaurants, and cafes to seamlessly transition to digital channels while utilizing existing licenses.

This streamlined method aligns with Dubai’s broader vision to empower businesses to seize opportunities and expand their operations. Companies across the emirate benefit from this flexibility as they enhance their presence on e-commerce platforms and delivery services, allowing them to tap into new customer segments and diversify their revenue sources while ensuring full regulatory compliance.

Under the established regulatory framework, licensed companies in retail, trade, and food and beverage sectors can adopt digital sales channels without regulatory barriers, provided their activities remain within their approved scope and adhere to consumer protection standards.

Innovation and Growth

Ahmed Khalifa Al Qaisi Al Falasi, Executive Director of the Dubai Department of Economic Development, stated, “Dubai is committed to fostering a business ecosystem that supports innovation and growth, enabling companies of all sizes—from startups and SMEs to multinational corporations based in the emirate—to realize their full potential. Digital channels allow retailers and food service businesses to ensure revenue sustainability, broaden their customer base, and enhance the economic resilience that has long characterized Dubai. Under the guidance of our leadership, the emirate is adopting an advanced regulatory framework that minimizes growth barriers, and we will continue our collaborative efforts with the business community to explore additional avenues for developing the business environment and enhancing its appeal.”

Retailers in Dubai can launch their online stores directly, sell through digital commerce platforms, and accept digital payments, significantly facilitating the establishment or expansion of their digital presence. Additionally, food and beverage enterprises can provide delivery services via licensed platforms when collaborating with approved operators, allowing them to extend their service offerings beyond physical locations while maintaining regulatory compliance.

To support this transition, the “Dubai Traders” initiative, launched as part of the Dubai Economic Agenda D33, provides businesses with a structured pathway to enter the e-commerce landscape. This initiative allows retailers to benefit from streamlined onboarding processes, reduced fees, and dedicated support on leading platforms, accelerating their activation and integration into the digital marketplaces.

By combining clear regulatory frameworks with practical enabling mechanisms, Dubai continues to equip businesses with the tools and infrastructure needed to adapt to changes, support sustainable growth, and enhance competitive capabilities in an ever-evolving digital economy.
