Trump Allegedly Considers Easing NVIDIA Chip Restrictions for UAE During Intel-Related Investment Discussions



According to recent reports, the U.S. government is contemplating the relaxation of restrictions on NVIDIA chip exports to the United Arab Emirates. This initiative may be announced by President Donald Trump during his forthcoming trip to the Gulf region.

Sources indicate that Trump will be visiting the UAE from May 13 to 16 as part of a larger Middle East tour, coinciding with the implementation date of the AI diffusion regulation on May 15.

The discussions around easing the AI chip export limitations to the UAE appear to be advancing within both the Commerce Department and the White House, despite a final decision still being pending.

Currently, the UAE falls under Tier 2 of the U.S. AI diffusion guidelines, restricting its importation of advanced processors. In addition, since early 2023, the U.S. has mandated licenses for NVIDIA chip exports to the UAE and other Gulf states due to concerns regarding potential diversion of this technology to China.

UAE’s U.S. Investment Aspirations

Any potential easing of AI chip restrictions could be related to the UAE’s commitment to invest up to $1.4 trillion in the U.S. over the next decade. This announcement came during a visit by Sheikh Tahnoon bin Zayed Al Nahyan, the UAE’s national security advisor and presidential brother, to Washington in March.

Moreover, Silver Lake, supported by Abu Dhabi’s Mubadala Investment Company, has acquired a majority share in Intel’s Altera division, which is believed to have improved the UAE’s negotiating position significantly. Additionally, some officials from the Trump administration have suggested a push for increased Emirati investment in Intel.

Trump Weighs Changes to AI Export Regulations

Reports indicate that the Trump administration is considering the removal of the tiered AI export control system in favor of a global licensing model based on bilateral agreements between governments.

Simultaneously, NVIDIA has voiced its opposition to the AI diffusion rules, with CEO Jensen Huang encouraging the administration to amend the existing policies. Recently, NVIDIA publicly contested statements made by Anthropic, an Amazon-backed startup that advocated for stricter export regulations.
