How Foreign Workers Can Obtain Work Permits in the UAE

The Ministry of Human Resources and Emiratisation in the UAE has issued a new reminder to businesses nationwide: it is essential for companies to secure the necessary work permits prior to hiring foreign employees.

This initiative is part of a larger governmental strategy aimed at streamlining the hiring process while ensuring the integrity of the labor market in the UAE.

The work permit framework is intended to facilitate the legal employment of international professionals and is a critical requirement for firms looking to attract foreign talent to the private sector.

The ministry has made the permit application process more user-friendly, allowing employers to submit their applications electronically via the Mohre website, either by using their login details or the UAE Pass digital identity system.

After submission, the application is reviewed for compliance by Mohre. If it meets the criteria, an entry permit will be issued by the Federal Authority for Identity, Citizenship, Customs, and Port Security (ICP), allowing the worker to enter the UAE.

Upon arrival, the worker is required to undergo medical testing, register for an Emirates ID, and finalize the issuance of an official employment contract through Mohre. Importantly, a signed job offer must be included with the initial application.

The ministry has reiterated that employing individuals holding a visit visa is prohibited and incurs hefty penalties, ranging from Dh100,000 to Dh1 million. Authorities emphasize that offenders will face stringent legal consequences.

Mohre has also re-emphasized its dedication to improving smart services to enhance the flexibility and competitiveness of the UAE’s labor market.

Currently, there are 13 distinct types of work permits designed for various employment schemes within the private sector. To facilitate a smooth application process, employers are required to provide:

  • A recent color photograph with a white background
  • A passport that is valid for a minimum of six months
  • A job offer endorsed by both the employer and the employee
  • Relevant educational credentials, depending on the skill level required for the position
  • A professional license where applicable (e.g., for doctors or educators)
  • Copies of national IDs for workers from Pakistan, Afghanistan, Iraq, and Iran

Skill levels are categorized from 1 to 9, with documentation requirements varying from a Bachelor’s degree to no formal education for lower tiers.

For a company to qualify for a work permit, it must hold a valid electronic quota and an active trade license without any infractions. Applicants should be at least 18 years old, and applications must be made by an authorized representative of the company. Furthermore, the applicant should not hold any active work permits.

Fee Structure

The application fee is fixed at Dh50. The cost for a two-year work permit varies based on the employment category:

  • Category 1: Dh250
  • Category 2: Dh1,200
  • Category 3: Dh3,450

Additional fees may apply for service centers, capped at Dh72 per service.

Tracking and Support

Employers can monitor their applications through the Mohre website, the Mohre Smart App, or by contacting the call center at 600590000. A chatbot is also available for assistance.

This initiative aligns with the UAE’s ongoing efforts to modernize labor regulations and attract skilled global talent in a transparent and lawful manner.
