OpenAI’s Ambitious UAE Data Center Initiative Advances Global AI Goals, Raises Security Concerns in the U.S.

The United Arab Emirates (UAE) is set to offer free access to ChatGPT Plus to all its citizens and residents, marking a significant milestone in a partnership with OpenAI. This partnership, labeled as ‘Stargate UAE’, aims to build the largest AI supercomputing data center in the world.

This initiative positions the UAE as the inaugural nation to extend complimentary access to the premium version of ChatGPT, which typically costs $20 monthly, as announced by OpenAI this week.

The disclosure coincided with OpenAI’s plans to establish a substantial AI supercomputing hub in the UAE, in partnership with Abu Dhabi-based tech firm G42.

Stargate UAE is a facet of OpenAI’s “OpenAI for Countries” initiative, designed to assist governments in co-creating AI infrastructure aligned with their national goals.

A report from the New Yorkworld Times reveals that this new facility will be part of a collaboration involving OpenAI and several international technology companies, including Oracle, Nvidia, SoftBank, Cisco, and G42. The first of several data centers is anticipated to commence operations by next year.

Furthermore, G42 is expected to invest in the establishment of similar data centers operated by OpenAI in the United States. For each dollar invested in the UAE, G42 and its partners plan to invest an equivalent amount in U.S. infrastructure. Although the total cost has not been disclosed by OpenAI, the project’s scale hints at investments of tens of billions of dollars in both nations.

OpenAI’s CEO Sam Altman has been advocating for large-scale data centers globally to support the company’s future AI aspirations over the past year. The latest agreement with the UAE indicates that his “Stargate” vision is gaining momentum.

This development is also linked to a previous agreement between the U.S. and the UAE to create a substantial AI campus in Abu Dhabi. This facility, projected to require 5 gigawatts of electricity—enough to power a state like Minnesota—will become the largest AI project of its type outside the United States.

The AI initiatives in the Middle East have generated varied opinions within Washington. Some members of the Trump administration, including White House AI advisor David Sacks, support the partnership with the UAE, hoping it will encourage Gulf nations to adopt American AI technology instead of Chinese alternatives. However, others in the U.S. are concerned that such collaborations could pose security risks, potentially giving rise to an AI competitor in the region.

“What happened to ‘America First’? Why aren’t we establishing this center in Pennsylvania or Ohio?” questioned Representative Ro Khanna, a Democrat from California, during an interview on ABC.

In response to critics, Altman described them as “naive” in a post on social media.

“This was an extremely astute decision, and I regret that naive voices are causing you distress,” Sam Altman tweeted, addressing criticisms surrounding U.S. partnerships with Saudi Arabia and the UAE for AI projects.
