Project ‘Route 33’: An Innovative Initiative by Dubai Customs to Empower Local Talent

In November, Dubai Customs launched the “Path 33” program, an innovative and sustainable strategic initiative designed to empower a new generation of national professionals in customs operations. This step aligns with Dubai Customs’ strategic vision to cultivate qualified national talents capable of enhancing border security, supporting legitimate trade, and advancing human capital development.

Since its inception, the program has marked a significant milestone in the department’s efforts to create a comprehensive customs training system focused on professionalism, readiness, and adherence to the highest customs, security, and regulatory standards.

The program began with a meticulous selection process, followed by intensive academic and field training in collaboration with key partners, including the Dubai Police Academy and Dubai University.

Training covered various topics, including: (customs procedures, analysis of suspicious behaviors, behavioral and administrative skills, inspection and monitoring, essential customs work concepts, customs laws and regulations, communication skills, and customs security fundamentals).

The program also featured practical workshops simulating real customs operations, allowing participants to train in all departments within an interactive and field-oriented training environment.

Three Cohorts

Within a short period, the program graduated three cohorts of participants, totaling 76 graduates from high schools, who were officially appointed as customs inspectors in various positions at land, sea, and air customs ports.

Dr. Abdullah Bousinad, Director General of Dubai Customs, stated: “In alignment with Dubai’s ambitious 2030 vision to enhance its status as a leading global hub for economic diversification, the ‘Path 33′ training program embodies Dubai Customs’ commitment to developing national talents and preparing a new generation of leaders in the logistics and customs sectors. This distinctive program, aimed at students, represents a strategic step toward establishing a qualified human resource base capable of adapting to rapid global changes and meeting the current and future workforce needs in customs and logistics services.”

He added, “Graduates of the program acquired advanced skills in customs operations, improving operational efficiency and enhancing service quality, complementing the objectives of the Dubai Logistics Academy, launched last November as a specialized educational platform to develop leadership talents in the logistics and customs fields, supporting the goals of Dubai’s Economic Agenda (D33) to double the emirate’s economy and secure its position among the top three economic cities globally.”

The Director General emphasized that investing in national talents today aligns with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the UAE and Ruler of Dubai, who has affirmed that the true bet of the UAE in shaping the future lies in its people and national workforce capable of building comprehensive and sustainable development. We aim to translate this practically through quality programs, such as Path 33, keeping the individual at the heart of development and providing them with the necessary tools for excellence and leadership.

He pointed out that the “Path 33” program offers students a unique opportunity to engage in a realistic work environment and gain insight into the nature of customs work, making it a living model of Dubai Customs’ strategy to attract and qualify national talents from the youth. “We believe that real investment begins with people, and these young men and women represent the natural extension of our leadership’s vision to build a qualified national workforce capable of facing customs and security challenges. The program is characterized by its sustainable nature, extending beyond a single cohort and serving as a long-term training pathway that continuously provides Dubai Customs with qualified national talents.”

He praised the strategic partnerships between Dubai Customs and leading training institutions, which contribute to preparing a capable national generation to enhance Dubai’s role as a major hub for trade, logistics, and innovation, in line with the aspirations of the wise leadership to create a more prosperous and sustainable future.

A Significant Leap

Mohammed Al-Ghafari, Executive Director of the Human Resources Sector at Dubai Customs, remarked that Dubai Customs continues to launch such exceptional initiatives that support the customs security system and border protection, reaffirming Dubai’s status as a global center for secure trade. He noted that the program has successfully graduated three consecutive cohorts over seven months of training and qualification, with 76 employees absorbed into actual operational roles at Dubai Customs.

This achievement not only reflects the program’s effectiveness but also exemplifies a successful model for smart localization policies based on competence and merit. It aims to cultivate a new professional generation of customs inspectors who combine academic knowledge with practical experience, positioned at the frontline to safeguard the nation’s borders and security while ensuring the smooth flow of trade.
