UAE Hosts World Postal Union Conference with Participation from 192 Countries

The United Arab Emirates will host the 28th Universal Postal Union (UPU) Congress from September 8 to 19, 2025, at the Dubai World Trade Center, welcoming over 2,000 participants from 192 member countries, along with numerous attendees joining via virtual communication channels.

This event takes place as part of the UAE’s efforts to shape the future of the postal and logistics sectors while enhancing international collaboration through trade and services networks.

The congress, held every four years, is the most significant event organized by the UPU, a specialized agency of the United Nations for postal matters. It brings together decision-makers and senior officials from member countries, including relevant ministers, heads of national postal institutions, and key experts from both public and private sectors.

The timing of the congress coincides with an unprecedented acceleration in e-commerce and digital transformation globally, alongside increasing demands for quality, reliability, and cybersecurity. This positions the UAE as a leading global hub for innovation and logistical integration, making it an ideal location for hosting international events aimed at fostering global dialogue and shaping future policies.

During the congress, sessions will be held to adopt the UPU’s new strategy for the period 2026-2029, which will be named “Dubai Strategy,” in recognition of the host nation.

His Excellency Sultan bin Saeed Al Mansoori, Chairman of the Higher Committee for the Preparation and Supervision of the 28th UPU Congress, stated that hosting this global event reaffirms the UAE’s proactive approach in building an integrated international system that enhances communication among nations and provides platforms for meaningful dialogue aimed at developing coherent policies for the future.

He further emphasized that since joining the UPU in 1973 and aligning with the “We Are the UAE 2031” vision, the UAE continues to play an active role in supporting the global postal system through innovative, data governance, and expanding financial inclusion.

Badr Suleiman Sultan Al-Olama, honorary president of the congress and Chairman of 7X, noted that the congress serves as the primary platform for unifying international efforts toward a more efficient, inclusive, and secure postal and logistics system. The outcomes expected to be adopted, especially the Dubai Strategy, will outline the future directions of the UPU, enhancing experiences for individuals and institutions through standardized service criteria and developing digital integration mechanisms.

The congress will be organized by the UAE government, in close coordination with relevant federal and local authorities, and in partnership with regulatory and service agencies, ensuring an integrated regulatory environment that provides participating delegations with a seamless and enriching experience that reflects the efficiency of organizing global events, further cementing the country’s position as a leading global hub for postal and logistics services.
