Alcohol in Dubai: New Rules and Tough Fines

After liberalization in 2023, the emirate of Dubai has dramatically lowered barriers to buying alcohol, abolishing a 30% import tax and simplifying the procedure for obtaining an alcohol license. This has made a glass of wine or a cocktail in a hotel bar much more affordable for both residents and the 17 millionth tourist flow. At the same time, the authorities emphasize that the changes are designed to stimulate the consumer sector, but have not affected the basic norms of behavior in a predominantly Islamic country, Khaleej Times has reported.

The Emirati police and the tourism department remind that legalizing sales does not mean permissiveness. The minimum age for buying and drinking alcohol is 21 years; violation is punishable by fines and deportation for foreigners. In addition, Dubai has a zero-tolerance policy for drunk driving: by court decision, the fine can reach tens of thousands of dirhams, and the car is confiscated for two months.

Permille 0.0: even a glass of champagne before a trip is a violation. In addition to the fine, the driver will receive 23 “black points” in the RTA system and will lose his car for 60 days. The precedents are strict: in 2022, a Briton was sentenced to a month in prison for the combination of “drunk driving + red light + wrong way”.

Where and how to drink legally: from licensed lounges to house parties

  • Restaurants and lounges. Alcohol is served only in establishments with a valid liquor license; drinking in public places, parks or on beaches is prohibited, unless it is a special area of ​​​​the hotel. Bar owners who violate the rule risk losing their license and a fine of up to 500,000 AED.
  • Private locations. Alcohol at home is allowed, but only if you have a personal alcohol license. This also applies to rented apartments, if the tenant is the license holder. An occasional “home bar” without a license can be grounds for administrative liability.

Obtaining an alcohol license: free and in 10 minutes online

Dubai offers two channels for obtaining a license:

  • Offline. With your passport or EmiratesID, go to an African Eastern or MMI store. The manager fills out an application, scans the documents, and immediately after approval (usually the same day) the client can buy drinks.
  • Online. On the AfricanEastern website, click Apply for Licence, enter your personal data and EmiratesID number. An e-mail with a digital license will arrive within a few hours; a paper card can be picked up during the first purchase.

The license is free, but is valid only in the emirate of Dubai; a separate document is required for Abu Dhabi or Ras al-Khaimah. Regulators explain the simplification by saying that “a transparent system is better than a gray market”: legal sales increased by 17% y/y, and tax revenues — despite the abolition of the 30% fee — are offset by tourism and paid licenses for establishments. As a result, Dubai balances between openness to world recreation and compliance with local norms. Those planning a party should remember: a glass of champagne is allowed, but only in the right place, at the right time and with the right document in their pocket.
