Emirates Central Cooling Systems Corporation, known as “Empower,” which holds the title of the largest provider of district cooling services globally, has signed a contract for the design of a new cooling station in the Dubai Science Park. This facility is expected to generate approximately 47,000 tons of cooling capacity to service around 80 mixed-use buildings in the area. This initiative is part of Empower’s expansion strategy aimed at meeting the increasing demand for district cooling services in critical locations throughout Dubai, with construction anticipated to commence by the end of Q1 2026.
The Dubai Science Park is recognized as the first free zone in the Middle East specifically tailored to cater to the needs of the science sector. It is home to hundreds of companies and employs over 3,000 specialized scientific professionals. The park serves as a scientific community and interaction platform for entrepreneurs, small and medium-sized enterprises, and multinational corporations engaged in research sectors, establishing itself as a vital hub for business development in an environment that fosters scientific inquiry, creativity, and innovation.
Empower has confirmed that the cooling station in the Dubai Science Park will employ the latest smart and innovative technologies developed by the company, which have received global recognition. Among these advancements is the implementation of Thermal Energy Storage (TES) technology, which significantly reduces electricity consumption, as well as Treated Sewage Effluent (TSE) technology for operational processes, which helps conserve fresh water and safeguard natural resources. Additionally, the project will incorporate artificial intelligence and cutting-edge technological solutions to ensure optimal efficiency and sustainability.
Empower emphasized its commitment to strategically investing in expanding its operations in Dubai, responding to the growing demand for its services from individuals, institutions, and businesses. The company currently holds more than 80% of the district cooling market share in Dubai.

Bin Shafar further noted that the construction of a new cooling station at the Dubai Science Park demonstrates Empower’s dedication to providing world-class sustainable cooling services for Dubai’s key communities. This project, with a production capacity of 47,000 tons of cooling upon completion, will deliver reliable, energy-efficient, and environmentally friendly services to various residential, commercial, and research facilities in the area.

This new station is a significant addition to our network and a strategic move that enhances the distribution of sustainable cooling services, reinforcing our central role in supporting Dubai’s environmental and developmental goals, while solidifying our position as the largest district cooling service provider in the world.”
