Justice Minister Jim O’Callaghan announced that the extradition of Sean McGovern from the United Arab Emirates signifies ongoing collaboration between the two nations aimed at maintaining the rule of law and bringing to justice those who try to escape accountability.
O’Callaghan revealed that he had a telephone conversation last week with the UAE’s Minister of Justice, His Excellency Abdullah bin Sultan Al Nuaimi, following the Dubai Court of Cassation’s ruling to allow McGovern’s extradition.
The 39-year-old is facing charges related to murder and organized crime and is scheduled to appear again in the Special Criminal Court tomorrow.
Three prominent figures of the Kinahan Organized Crime Group—Christy Kinahan senior, Daniel Kinahan, and Christopher junior—remain in Dubai as the Director of Public Prosecutions evaluates additional charges against them.
O’Callaghan emphasized that McGovern’s extradition “demonstrates the robust relations between the UAE and Ireland, as well as our ongoing partnership in the quest for international justice and a mutual commitment to ensuring that justice prevails.”
He characterized the move as a “constructive advancement” that “underscores our collective resolve to ensure that criminal charges can be pursued against individuals attempting to evade justice.”
Both ministers lauded the efforts of the Dubai Police and An Garda Síochána for their continued collaboration and engagement in strengthening police-to-police communication, which forms a critical part of their joint mission to tackle the global threat posed by organized crime.
The extradition and mutual legal assistance agreements between Ireland and the UAE became effective on May 18, 2025.
McGovern, formerly residing at Kildare Road, Crumlin, Dublin 12, is accused of murdering Noel Kirwan on December 22, 2016, at St Ronan’s Drive, Clondalkin, Dublin.
Additionally, he is charged with directing the activities of a criminal organization related to the same murder from October 20, 2016, to December 22, 2016.
He faces charges for leading the activities of a criminal organization in relation to the surveillance of James Gately in preparation for committing a serious offense between October 17, 2015, and April 6, 2017.

Another accusation asserts that between October 20 and December 22, 2016, he engaged in or was reckless regarding activities intended to aid a criminal organization in the murder of Mr. Kirwan.
He also faces a similar charge concerning his role in facilitating a criminal conspiracy to murder James Gately.
