UAE Ranks as the Second-Best Emerging Market Globally for Foreign Direct Investment Confidence

The 2025 Kearney Index results show that the United Arab Emirates has secured the second position globally among emerging markets in terms of foreign direct investment confidence. This achievement is attributed to its robust economic performance and the efficiency of its legal and regulatory framework.

The UAE stands out in the region as a country that has successfully established a stable and appealing investment environment, particularly with the acceleration of its economic diversification and digital transformation initiatives.

The index highlights the top 25 emerging markets that are held in high regard by global business leaders.

China ranks first among emerging markets in foreign investor confidence for 2025, despite experiencing a slowdown in foreign investment flows in recent years, achieving a score of 1.97. Following closely is the UAE in second place with a score of 1.86, Saudi Arabia in third with 1.76, Brazil in fourth with 1.59, and India in fifth with 1.53.
