The recent regulations established by the Ministry of Education emphasize the importance of international rankings for educational institutions, as the UAE aims to better equip Emirati students for their future careers.
Students from the UAE selecting universities must ensure that these institutions rank favorably on a global scale, particularly in their chosen area of study, adhering to the assessment criteria outlined by the Ministry in the previous year.
The updated guidelines are as follows:
- For most scenarios, any university selected by an Emirati student must rank within the top 50 worldwide in the relevant field of study.
- If the student opts to study in the United States or Australia, the institution must be in the top 100 for the specific field and also be among the top 100 overall universities globally.
- For students pursuing studies in other English-speaking countries, excluding the US and Australia, the university must rank among the top 200 in their field and overall.
- For those choosing to study in non-English-speaking nations, the institution needs to be ranked within the top 300 in the field and overall.
The Education, Human Development, and Community Development Council of the UAE has indicated that these changes are essential for improving the readiness of Emirati students for the local job market and ensuring that international scholarship opportunities align with the country’s strategic objectives, key sectors, and future development initiatives.

“Failure to comply with these standards may lead to qualifications not being recognized for purposes such as employment, promotions, study or exam leaves, thesis evaluations, or entitlement to qualification-related benefits within the federal government sector in the UAE.”
Moreover, students currently studying overseas, whether funded personally or through scholarships, will receive a one-year grace period starting from the decision’s effective date, June 2, to align their academic standing with the new requirements.
A specialized committee under the General Secretariat of the EHCD has been established to review exemption applications.
This recent initiative is part of the UAE’s ongoing efforts to refine criteria for students studying abroad.
Earlier this year, the Ministry of Higher Education and Scientific Research streamlined the process for international degree recognition and simplified the licensing requirements for higher education institutions aiming to set up campuses in Dubai.
