The Department of Economic Development and the Free Zones Authority in Ajman have explored ways to strengthen collaborative efforts aimed at implementing dual licensing. This initiative is designed to regulate the activities of entities operating within free zones in Ajman and to enhance institutional integration in developing the business environment. The discussions took place during a meeting held at the Authority’s headquarters.
This collaboration aligns with the enforcement of Decision No. (18) of 2025, which governs the operations of free zone entities within the emirate. This decision establishes a regulatory framework that allows these entities to conduct certain activities outside the free zone and within the emirate under specific guidelines and procedures, ensuring compliance with relevant federal and local regulations, after reviewing practices in other parts of the country.
During the meeting, various topics were discussed, including the mechanisms for activating dual licensing, simplifying associated procedures, and unifying efforts to facilitate business operations for entities looking to expand within the emirate. This expansion could be through establishing a branch in the emirate, creating a branch from their registered headquarters at the Authority, or issuing permits for specific activities within the emirate, as outlined in the decision.
The meeting also highlighted the importance of developing a joint working mechanism between both parties focused on eliminating bureaucratic hurdles, thereby improving procedural efficiency and speeding up transaction completion. This would enhance the overall client experience and support businesses and investors seeking to take advantage of the regulatory benefits offered by dual licensing in a flexible and encouraging business environment.
Both parties expressed their commitment to continuing coordination in the upcoming period to enhance the readiness of the regulatory and enforcement system for implementing dual licensing. This effort aims to attract investments and solidify Ajman’s position as a competitive hub for business and investment, in line with the government’s strategy for improving services and achieving sustainable economic development.
