Dubai Outshines San Francisco in the Global Artificial Intelligence Race

In a notable reflection of its rapid technological ambitions, Dubai has officially surpassed San Francisco in global rankings for artificial intelligence adoption and readiness, as reported by the latest “Global Cities AI Readiness Index 2025” from Counterpoint Research.

Once regarded as the birthplace of modern technological innovation, San Francisco now finds itself behind Dubai, which has secured the fourth position worldwide.

Singapore leads the top five cities, followed by Seoul in second place, Beijing in third, Dubai in fourth, and San Francisco in fifth.

Additionally, Abu Dhabi is included in the top ten, ranking eighth, which highlights the UAE’s unique position as the only Middle Eastern country with two cities in the global AI club. Hong Kong is sixth, Tokyo seventh, New York ninth, and Shanghai tenth.

AI Growth in Dubai

While Silicon Valley relies on its technological legacy, Dubai is forging a new path from scratch. The Counterpoint report evaluated over 5,000 AI-driven initiatives in both public and private sectors, touching on areas such as government, infrastructure, education, and business. Dubai stands out due to its unique blend of policies and practical implementation, including the presence of AI strategists in every government department, a bold initiative to train one million AI engineers, and extensive partnerships with major companies like Microsoft and NVIDIA, along with a national commitment to AI education and transparency.

How AI is Transforming Dubai

Dubai’s adoption of AI is not merely theoretical, but is actively being applied in several key sectors, including:

Finance and Banking: AI-powered chatbots like ‘Eva’ at Emirates NBD, along with advanced fraud detection systems.

Healthcare: The Dubai Health Authority’s systems now process over 17,000 chest X-rays daily using AI, reducing wait times from 24 hours to just a few minutes.

Real Estate: Intelligent evaluation platforms from the Dubai Land Department and innovative property technology from ‘Bayut.’

Tourism: Virtual tours utilizing augmented and virtual reality technologies, along with AI-enhanced visitor experiences overseen by the Dubai Economy and Tourism Department.

This cross-sector integration has propelled Dubai to the forefront of cities globally in AI readiness, surpassing even major tech capitals.

Comprehensive Renaissance

While North America continues to lead in research and development, the Gulf region is making swift progress. Regulatory hurdles in Europe are slowing AI advancement, while countries like the UAE benefit from clear vision, rapid execution, and focused strategies.

According to the International Monetary Fund, AI could contribute up to 35% of the UAE’s GDP by 2030.

Factors Driving Dubai’s Rise

The Counterpoint report identified several key drivers, such as Microsoft’s emergence as the most active AI provider through expanding data centers and launching training programs in the UAE, NVIDIA’s partnership with the telecommunications company ‘du’, as well as the development of the Arabic language model ‘Falcon’.

A Message to the World

Dubai overtaking San Francisco is not merely a symbolic gesture, but a testament to how vision, investment, and implementation can disrupt even the most established technological frameworks.

As global attention shifts eastward, the Gulf region, led by the UAE, is no longer merely catching up but is setting the pace for 21st-century AI innovation.
