Financial Ministry Holds Second Stakeholders’ Council to Streamline Bureaucracy and Foster Collaborative Solutions

The Ministry of Finance convened its second stakeholders’ council yesterday as part of the second phase of its Bureaucracy Reduction Program. This initiative aims to shift from merely identifying challenges to collaboratively designing solutions, ensuring that governmental procedures and services are tailored to meet the needs and expectations of individuals and businesses.

This council is a continuation of a series of sessions geared towards revolutionizing governmental processes in line with the program’s objectives of eliminating unnecessary procedures and reducing timelines. This enhances economic growth and improves the competitive landscape for businesses while also elevating community quality of life. The event, held in Dubai, was attended by Younis Haji Al Khoori, Undersecretary of the Ministry of Finance, Fatima Yousef Al Naqbi, Assistant Undersecretary for Support Services, along with several ministry leaders.

10 Key Focus Areas

Discussions at the council involved in-depth analysis of ten key focus areas identified from the outcomes of the first council session on July 29. These areas included budget preparation, the imposition, amendment, and cancellation of government fees, the federal financial system, management of government assets, government procurement, final accounts, financial and accounting consulting services, data collection and exchange for taxation purposes, classification of entities for tax treatment, and the preparation of government financial statistics reports. The council also highlighted a roadmap for policies and financial procedures for the federal government, aiming to enhance the efficiency of the digital procurement platform.

In his opening remarks, Younis Al Khoori emphasized that the second council in this program cycle epitomizes a crucial link in the government’s journey towards excellence. He noted that this session exemplifies the principle of partnership embraced by the Ministry of Finance in shaping a more efficient and flexible work environment, aligning with its vision of achieving global leadership in public finance and sustainable development.

He added, “The Bureaucracy Reduction Program was launched under the wise guidance of our leadership, aiming to alleviate unnecessary burdens on individuals and businesses. This program represents not only an administrative initiative but an institutional transformation focused on streamlining processes, facilitating transactions, and enhancing quality of life, all of which support economic growth and bolster the competitiveness of our sectors, cementing our nation’s status as a global hub for business and talent.”

During the first council, the ministry gathered insights from its partners regarding challenges and processes needing improvement. At this session, participants moved towards a more profound and dynamic phase focused on collaborative solution design. He affirmed that every suggestion, idea, and observation presented becomes a foundation for the ministry’s work, highlighting that this council serves as a vital space for stakeholders to make a real difference and represents a valuable opportunity for direct collaboration between the government sector and its partners.
