US and Russia exchange prisoners in Abu Dhabi

The United Arab Emirates reaffirmed its status as a neutral global mediator by organizing a quiet but strategically important prisoner exchange between Washington and Moscow on Thursday morning. The location — Abu Dhabi International Airport — is no coincidence: the UAE is increasingly acting as a platform for complex transatlantic agreements. Against the background of new signals about the possibility of a ceasefire in Ukraine, this event may indicate a gradual return of channels of trust between the two global opponents, WSJ has reported.

The Russian side has released Ksenia Karelin, a US and Russian citizen who was sentenced to 12 years in prison last year on charges of high treason — due to a charitable transfer of less than $ 100 in support of a Ukrainian organization registered in the United States. In response, the United States released Artur Petrov, a Russian and German citizen who was arrested in 2023 in Cyprus at the request of the United States on suspicion of illegally exporting microelectronics. According to the WSJ, the negotiations were overseen by CIA Director John Ratcliffe, who personally arrived in Abu Dhabi for the final stage of the transfer.

Negotiations against the backdrop of war: Washington and Moscow

Ratcliffe’s participation in the negotiations and his presence at the transfer site in the UAE indicate the high political priority that the Trump administration attaches to such humanitarian and diplomatic actions. According to the WSJ, the CIA chief repeatedly held talks with FSB Director Alexander Bortnikov and the head of the Foreign Intelligence Service Sergei Naryshkin, using both closed channels and direct telephone lines. It was this communication that allowed the parties to reach a compromise without attracting excessive media attention.

“Today, President Trump brought home another American who was illegally detained in Russia,” Ratcliffe said. The CIA statement specifically highlighted the role of the UAE government, which provided the technical and logistical implementation of the deal. For the Emirates, this is not the first example of neutral mediation: Abu Dhabi is increasingly acting as a politically acceptable third party in conflicts that extend beyond the Persian Gulf region.

Abu Dhabi as a new geopolitical bridge

This is the second prisoner exchange between Russia and the United States since Donald Trump was inaugurated. The first took place in February, when Moscow released Mark Vogel, an American teacher sentenced in Russia to 14 years in prison on drug trafficking charges. In response, Washington handed over to the Russian side Alexander Vinnik, the founder of the BTC-e crypto exchange, who was accused of large-scale money laundering worth at least $4 billion.

These deals, although rare, signal the restoration of the mechanisms of “cold diplomacy”, based on a tough but pragmatic exchange of interests. Abu Dhabi, in turn, is not just acting as a technical platform – it is increasingly consolidating its role as an institutionally trusted mediator in the era of new multipolarity. For security markets, cryptoeconomics and even defense exports, this is an alarming but structurally important signal: behind the scenes of geopolitical conflicts, high-precision diplomatic work continues, and the Gulf is gradually becoming its center of gravity.
