Hussein Sultan Lootah, the acting CEO of ENOC Group and Chairman of Horizon Djibouti Storage Limited, concluded a high-level strategic visit to Djibouti and Ethiopia, underscoring ENOC Group’s commitment to advancing vital energy infrastructure projects in East Africa and fostering international collaboration for sustainable regional development and positive social impact.
Expansion
During his time in Djibouti, Lootah met with Ismail Omar Guelleh, the President of Djibouti. He praised the swift pace of infrastructure development in the country and engaged in discussions focused on supporting the expansion of critical storage infrastructure. Accompanying the acting CEO was a delegation of executive members, including Fahd Askar, CEO of Horizon Storage, and Omar Kasso, General Manager of Horizon Djibouti Storage. The acting CEO held talks with Dr. Younes Ali Gedi, the Djiboutian Minister of Energy, along with several high-ranking government officials, reaffirming ENOC’s steadfast support for driving economic growth in Djibouti through Horizon Djibouti Storage, aligning with national priorities. The discussions centered on Horizon’s strategic projects, including storage capacity enhancements and energy infrastructure initiatives.
Work Team
In the Ethiopian capital, Addis Ababa, the acting CEO met with Ethiopia’s Minister of Finance, the Chairman of the Ethiopian Petroleum Supply Enterprise (EPSE), the head of the Ethiopian Investment Holding Company, management from the EPSE, and the CEO of the Ethiopian-Djibouti Railway. The meeting resulted in the establishment of a specialized working team and the adoption of a pricing mechanism. The involved parties agreed on the need for regular meetings of the working team.
Strengthening Relationships

Additionally, an ENOC delegation visited the Affiliated Managers Group (AMG) facility at the invitation of the CEO of the Ethiopian-Djibouti Railway. The tour provided insights into the operational processes related to railway facilities pertinent to the loading project of Horizon Djibouti Storage Limited.
