– Unauthorized individuals driving the vehicle, unless an exemption applies
– Vehicles that have been modified without proper authorization from the licensing authority

– Any other scenarios specified by the law’s executive regulations
For vehicles with technical issues, they must be moved to a repair shop using a tow truck or an authorized transporter.
### Focus on Medical Fitness and License Suspension
The new law also emphasizes the relationship between road safety and the physical and mental health of drivers. Licensing agencies have the authority to act based on medical evaluations or behavioral assessments, allowing them to suspend or deny licenses. Reassessments or mandatory rehabilitation may be required for certain individuals deemed unfit to drive, as this includes any condition that could compromise physical coordination, mental health, or a history of criminal activity that poses a threat to public safety.
