The Dubai Digital Economy Chamber, one of three chambers under the Dubai Chambers umbrella, has announced its support for and contribution to the establishment and expansion of 582 digital startups in the first nine months of 2025. This achievement underscores the chamber’s role in positioning Dubai as a leading global hub for digital enterprises and entrepreneurship.
Artificial intelligence accounted for approximately 21% of the specialties among the supported startups, while the combined share of health technology, software-as-a-service, and fintech reached 17%. Notably, 70% of the businesses aided by the chamber during this period were international companies.

We are developing an advanced business environment characterized by flexibility, readiness, and innovation to keep pace with rapid technological transformations, enabling digital companies to grow and launch from Dubai to global markets. This enhances the emirate’s position as a premier destination for digital investments and tech talent, making it a global laboratory for developing and applying new economy solutions aligned with the Dubai Economic Agenda D33 targets.”
Through its “Business in Dubai” platform, the Dubai Digital Economy Chamber provides a suite of corporate services in collaboration with various partners, along with a business matchmaking service. This initiative helps companies looking to start or expand their operations in Dubai find suitable partners, investors, and clients. Of the companies supported, 47% benefited from business establishment services and had the opportunity to participate in business accelerators and incubators in Dubai, while 32% availed of a variety of support services offered by the platform.
In the first nine months of this year, the chamber released four reports, including an AI guide for entrepreneurs aimed at educating them about the tools and mechanisms necessary for efficiently launching and scaling their projects. Other reports included one on the “Expand North Star” exhibition and another on foreign direct investment destinations in technology sectors.
During this period, the chamber organized 15 events to enhance partnerships and support for the digital economy sectors, alongside 16 market exploration tours worldwide. These tours showcased Dubai’s digital economy attributes and sought collaboration opportunities with stakeholders in the sector to attract digital companies to the emirate. They also highlighted the importance and opportunities presented by the “Expand North Star” exhibition, known as the largest global event for startups and investors. The tours covered 17 cities across Australia, Canada, France, Germany, Portugal, Singapore, the UK, the US, Vietnam, and South Korea, engaging with representatives from over 2,500 digital startups and various business ecosystem partners and governmental entities.
