The UAE government has issued a federal decree that alters several provisions of Federal Law No. 22 of 2000 regarding the Federation of Chambers of Commerce and Industry. This legislative move aims to modernize the legal framework governing the chambers and to enhance their role in the development of trade and industrial sectors, thereby contributing to the national economy in line with the state’s strategic objectives.
The decree includes a change in the official name of the federation to “Federation of UAE Chambers of Commerce and Industry,” reinforcing its comprehensive federal nature and consolidating the federation’s institutional identity to meet future requirements and align with the UAE’s status within the regional and international economic landscape.
In order to improve institutional efficiency, the decree abolishes the General Assembly from the federation’s organizational structure. Instead, it expands the powers of the Board of Directors, making it the primary authority responsible for developing policies, strategic plans, approving budgets, and regulations, as well as proposing the federation’s participation in international agreements and treaties relevant to its activities.
Additionally, the decree empowers the Board of Directors to establish branches or offices within the country or abroad to further the federation’s goals and enhance its commercial and industrial representation at both local and international levels.
In an effort to strengthen governance and clarify leadership responsibilities, the decree introduces a new article that defines the responsibilities of the Chairperson of the Federation of UAE Chambers of Commerce and Industry. This includes the authority to propose policies and plans, oversee the federation’s operations, approve administrative and financial structures and regulations, and issue necessary decisions to ensure effective institutional performance.
This legislative amendment continues the UAE’s commitment to developing its economic legislation system, aiming to establish a more dynamic and efficient business environment that reinforces the nation’s position as a leading regional hub for trade and industry, capable of adapting to global economic developments and driving sustainable economic growth.
