Tasharuk Achieves Savings Exceeding 313 Million Dirhams and Honors Partners of Success

The Support Services Center affiliated with Dubai Finance announced significant financial savings of 313.5 million dirhams generated by the joint government procurement program “Tasharuk”. This achievement covers the period from its inception in September 2020 until the end of August 2025, resulting in a 14% reduction in procurement expenditures across 72 participating government entities. The announcement was made during a ceremony honoring partners and suppliers.

This milestone comes five years after the program’s launch, which aims to enhance the efficiency of government spending and unify procurement efforts among government entities in Dubai, aligned with the leadership’s vision of effective governance principles and optimal financial management.

On this occasion, Abdul Rahman Saleh Al Saleh, Director General of Dubai Finance, praised the effectiveness of the “Tasharuk” program, emphasizing its crucial role in operational collaboration among government bodies to achieve financial sustainability objectives. He noted that the program was developed to embody the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, aimed at excellence in governance and responsible public financial management, ensuring efficiency at all levels of government operations.

Hamed Abdul Ghafour Al Awadi, Executive Director of the Shared Services Sector at Dubai Finance, explained that the program, supervised by the department and managed by the Support Services Center, has successfully reduced the average procurement execution time from 14 days to just 4 days. This was achieved by establishing shared framework agreements with suppliers, which ensure consistent pricing and reduce time and effort for government entities while realizing tangible financial savings. He mentioned that the program achieved the reported savings through expenditures that exceeded 2.3 billion dirhams, involving over 16,000 purchase orders issued by various participating government entities.

Al Awadi added: “In just the first eight months of 2025, the program achieved savings of 90 million dirhams with the issuance of 4,130 purchase orders totaling 806 million dirhams. This reflects significant growth compared to the previous year, which saw total savings of 108 million dirhams from 4,500 purchase orders valued at 840 million dirhams.” He confirmed that the “Tasharuk” program is designed and managed based on the principles of efficiency and good governance, aimed at reducing procurement-related expenses, improving transaction turnaround time, and standardizing criteria across government entities while maintaining their independence and flexibility in operations.

Mubarak Ahmed Al Shamsi, Director of the Support Services Center, noted that the program adopts a hybrid strategic approach to procurement operations, providing centralized support while enabling government entities to access data and reports without direct intervention in supplier selection or negotiations. He stated: “We empower seven key specialized government entities to lead procurement processes, set standards, and negotiate shared framework agreements with suppliers on behalf of other entities, thereby enhancing coordination and ensuring quality execution.”

Al Shamsi revealed the activation of a business intelligence system in collaboration with the Dubai Digital Authority, which allows primary government entities to access real-time utilization rates of approved categories, monitor performance indicators, and assess the efficiency of purchase order issuance, all contributing to enhanced procurement processes and institutional performance.

The digital platform for the “Tasharuk” program includes two marketplaces: one public, encompassing all suppliers’ contracts, and another dedicated to the contracts of the Mohammed bin Rashid Establishment for Small and Medium Enterprises. The platform features over 6,000 items distributed across 28 categories, offered to government entities at fixed prices. More than 380 employees representing 83 government entities have received training on how to utilize the platform.

The “Tasharuk” program plays a crucial role in supporting Dubai’s financial policies, particularly concerning green procurement and transportation purchasing policies. Categories included in the effective items list on the platform have been integrated into the government resource planning system as well as the “Tasharuk” portal, which provides government entities working with different systems access to approved lists and competitive pricing.

Furthermore, the program continues to support suppliers from the Mohammed bin Rashid Foundation for Small and Medium Enterprises by featuring their products and services on a dedicated sub-platform and adding tailored notifications for each product, clarifying that the supplier is affiliated with the foundation. This facilitates efficient access to these products and their inclusion in purchases, showcasing the success of “Tasharuk” in streamlining government procurement efforts, promoting sustainability practices, and empowering the small and medium enterprise sector in line with Dubai’s vision to bolster the local economy and digital transformation.
