The Dubai International Financial Centre (DIFC) Courts have unveiled a new five-year growth strategy for the period of 2026-2030. This initiative aims to solidify their role as a global center for commercial justice and to bolster Dubai’s status as a leading international hub for business and financial services. The strategy encompasses six strategic pillars and 26 initiatives, forming a comprehensive program designed to guide the courts’ development over the next five years.
Clear Vision
According to Judge Omar Al Muhairi, the Director of the DIFC Courts, “The new strategy for 2026-2030, approved by His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, the Deputy Ruler of Dubai, reflects a clear vision to enhance the DIFC Courts’ role as a fundamental institutional support for Dubai’s economic growth. This strategy aims to achieve sustainable growth in the scope and quality of court services, broaden access, and establish Dubai as a premier destination for international commercial litigation, alongside the integration of advanced digital and knowledge-based capabilities in the justice system. Our mission clearly expresses an aspiration to ensure that all facets of the DIFC Courts’ operations—ranging from judicial processes to digital platforms and supporting services—are focused on fostering sustainable economic growth. Through a carefully planned expansion of innovative services, we will continue to enhance specialized judicial circuits, digital economy services, and improved supporting products that directly address the needs of Dubai’s business environment.”

The goal is to cement the reputation of the DIFC Courts as the preferred jurisdiction within Dubai’s business ecosystem by providing intelligent, user-centric public services. Additionally, it seeks to establish the DIFC Courts as the go-to destination for businesses and individuals seeking reliable, high-quality public services. This includes developing flexible and efficient judicial and administrative processes, supported by advanced technological tools to ensure an optimal experience for all parties involved and improve case management efficiency. The strategy will also leverage big data and artificial intelligence to create the most intelligent and efficient international commercial court systems. Furthermore, it aims to empower distinguished judicial and administrative personnel to drive innovation, leadership, and sustained institutional excellence.
The DIFC Courts’ growth strategy for 2026-2030 will be executed through a detailed program of projects and key performance indicators, overseen by court leadership and aligned with the overarching strategic direction of the DIFC and the Government of Dubai. Moreover, the strategy aims to further strengthen the legal framework for enforcing the judgments and decisions of the court while enhancing international judicial cooperation, supporting Dubai’s reputation as a secure and reliable venue for dispute resolution and cross-border enforcement.
