Dubai Hosts Elite Judicial Leaders at the International Court Management Conference 2025

Today in Dubai, the “International Court Management Conference 2025” commenced, organized by the Dubai Courts and the Courts of the Dubai International Financial Centre in collaboration with the International Association for Court Management. The conference will continue until November 19, under the theme “Global Perspectives on Court Management,” featuring esteemed judges, court leaders, policymakers, and technical experts from around the world to discuss the future of justice administration and digital transformation within judicial systems.

The objective of the conference is to explore the future of justice management and to enhance digital transformation across judicial systems through 64 specialized sessions and papers presented by 62 speakers from over 40 countries. This reflects Dubai’s standing as a global platform for dialogue and experience exchange in justice system development.

Technological and Organizational Transformations

Dr. Saif Ghanem Al Suwaidi, Director of the Dubai Courts, emphasized that Dubai’s hosting of this international event is a significant milestone in the journey of institutional justice, demonstrating the emirate’s vision to establish an innovative, efficient, and transparent judicial system. He pointed out that the conference serves as a strategic platform for exchanging insights regarding global best practices in court management and enhancing the integration of justice and technology to serve humanity.

Al Suwaidi stated, “The conference comes at a time when global technological and organizational transformations are accelerating, necessitating judicial institutions to evolve their tools and modernize their systems to meet the aspirations of modern societies. Through its partnership with the International Association for Court Management, the Dubai Courts aim to contribute to shaping the future of modern justice by employing smart technologies and artificial intelligence to expedite case resolutions and enhance user experience, believing that justice is only complete when managed efficiently and skillfully.”

Innovation and Transparency

Judge Omar Al Mehairi, Director of the Dubai International Financial Centre Courts, remarked, “This conference embodies the UAE’s commitment to developing a judicial system based on innovation and transparency that aligns with the highest international standards. The DIFC Courts have consistently focused on establishing a user-centric justice system characterized by efficiency and accessibility, supported by specialized courts and advanced digital platforms for judicial services.”

This conference presents a valuable opportunity for participants to learn about the significant advancements made in Dubai’s judicial system and how legal norms, governance principles, and modern technologies have been integrated into a cohesive framework that facilitates and improves access to justice, especially in light of the continuous challenges faced by courts across the globe, from digital transformation to cross-border disputes and associated complexities.

Significant Challenges

Ali Al Madhani, Vice President of the DIFC Courts and Vice President of the International Association for Court Management, noted that artificial intelligence has emerged as one of the most significant global challenges facing judicial systems today.

He indicated that due to its advanced digital infrastructure and early adoption of smart technologies, Dubai is among the most prepared cities to tackle judicial transformations related to artificial intelligence. He elaborated that conference sessions indicate a substantial international interest in artificial intelligence, which accounts for nearly one-third of the discussions presented. Furthermore, issues related to AI, e-transactions, and cybercrimes are becoming a new form of disputes that require advanced legislation and trained judicial competencies. The application of artificial intelligence in courts is still experimental globally, as no court has yet permitted AI to issue final judgments, although it is widely used to assist judges in case preparation, legal research, and information sorting.

A Global Platform and International Leadership

Judge Anne Timmer from the Arizona Supreme Court expressed her pleasure in participating in the conference, emphasizing that it represents a unique global platform for showcasing judicial experiences and exchanging best practices.

She added that Dubai has demonstrated its leadership in developing judicial systems and commended the advanced approach adopted by the Dubai Courts and the DIFC Courts, especially regarding artificial intelligence and digital transformation.

Timber remarked, “What caught my attention is that the Dubai Courts are at the forefront of global efforts to integrate artificial intelligence, particularly with their new system planned for launch in 2027, which will provide a unified platform for citizens and residents to easily access judicial services and manage their cases. This development is worth following, and I am very interested in seeing how it is practically implemented and how we can benefit from Dubai’s experience in our state’s courts.”
