DubaiPioneers Smart Aviation Revolution with Global Safety Framework

Ahd Al-Sabri, the Director of Airport and Aviation Safety at the Dubai Civil Aviation Authority, confirmed that Dubai is reinforcing its status as a leading global city in the regulation and operation of unmanned aerial vehicle (UAV) systems. This is attributed to an advanced legislative framework and an integrated operational system that supports the safe and sustainable use of this cutting-edge technology.

In comments made during the Aviation Safety Transformation Summit 2025, organized by the authority, Al-Sabri noted that the total number of operations conducted by UAVs in Dubai has surpassed 7,200 in recent times. This highlights the rapid growth in this vital sector, which is expanding significantly in areas such as logistics services, aerial photography, surveillance, and smart applications.

He pointed out that Dubai has become a hub for a dynamic business environment, hosting over 380 licensed companies engaged in commercial drone operations, thereby enhancing investment and innovation opportunities in this field.

Additionally, the number of registered commercial drones exceeds 1,200, while the number of registered non-commercial drones stands at around 1,200, illustrating the diverse uses ranging from commercial applications to recreational hobbies.

Al-Sabri emphasized that these figures are clear evidence of Dubai’s success in balancing technological advancement with the highest standards of air safety. He noted that the authority continuously works on enhancing regulatory systems and operational procedures to keep pace with this growth, while simultaneously ensuring a safe and innovative environment aligned with the emirate’s smart transformation agenda.

He further explained that the “Aviation Safety Transformation Summit 2025” is the first of its kind organized by the authority, aimed at sharing knowledge and exchanging experiences regarding the latest developments in the aviation sector, particularly in safety. The summit comes at a time when there is a noticeable increase in the use of modern technologies, such as UAVs and self-flying passenger transport operations. These emerging technologies present significant opportunities while also posing new challenges for aviation safety.

Al-Sabri stated that the summit’s goal is to minimize surprises in adopting new technologies by preparing early and setting future plans, ensuring that Dubai is ready to embrace economic growth linked with modern air transport methods. He noted that this conference stands out due to its focus on practical and training aspects, with each workshop designed to offer participants a unique experience, culminating in a certified attendance certificate.

The conference’s scientific program covers various topics, including the Safety Management System issued by the International Civil Aviation Organization (ICAO), automating procedures to meet international requirements, and discussing the optimal use of airspace as operators, including UAVs and autonomous air transport, expand.

Furthermore, the Dubai Civil Aviation Authority is implementing change management principles as a crucial part of the Safety Management System by identifying stakeholders involved in each new project or emerging technology. Specialized teams are working on comprehensive plans to restructure airspace and update flight paths.

He added that the authority is looking ahead to the future of urban air transport, highlighting the “flying taxi” project in Dubai as one of the most ambitious initiatives being implemented in collaboration with the Roads and Transport Authority and various other partners.

He concluded that discussions regarding licensing or commercial operational timelines are subject to specific regulatory channels; however, it can be said that significant progress is being made to ensure commercial operations are safe and comply with the highest safety standards.
