Sean McGovern, a prominent member of the Kinahan cartel operating from Dubai, is being extradited from the United Arab Emirates (UAE), where he has been held since late last year.
The 39-year-old from Dublin was on a Defence Forces aircraft, specifically an Air Corps Airbus C295, which departed Al Maktoum International Airport at 8 p.m. Irish time on Wednesday. The flight requires multiple refueling stops, meaning it is expected to arrive in Ireland late Thursday.
The mission began on Monday when the plane left Casement Aerodrome in County Kildare for the initial leg of the journey. On Wednesday night, McGovern was closely monitored and escorted by members of the Garda and Defence Forces as part of a highly confidential operation.
Details of the extradition only became public after the plane took off from the UAE. Irish officials were concerned that pre-release information could jeopardize the operation on the Emirati side.
Upon returning to Ireland, McGovern is scheduled to appear before the Special Criminal Court, where he will be remanded in custody pending trial related to murder and directing organized crime in connection with the Kinahan-Hutch conflict.
McGovern stands out as the first high-ranking figure from the cartel to be arrested in Dubai and subsequently extradited. His extradition is expected to bolster confidence among the Government and Garda, indicating that the UAE may also take action against cartel leader Christy Kinahan Senior and his sons, Daniel and Christopher.
At the time of his arrest, there were no formal extradition arrangements between the UAE and Ireland or the European Union. McGovern’s extradition was established as a special legal agreement between the two nations. However, since his capture, a more permanent extradition agreement has been set in place for future instances.
McGovern, who sustained injuries during the Regency Hotel shooting in 2016, is wanted in Ireland to answer charges related to the murder of Noel Kirwan, a 62-year-old man who was killed in December 2016 due to his association with the Hutch family, friends of Kirwan.
Captured during the early hours of Thursday, October 10th, at his residence in Dubai, McGovern had been living there openly for several years, seemingly under the impression that he would not face detention from UAE authorities, who are typically hesitant to act against Western individuals at the request of their home nations.

In 2022, McGovern was one of seven key figures in the Kinahan cartel designated by U.S. authorities. The U.S. Department of the Treasury characterized him as Daniel Kinahan’s closest aide, asserting that “all dealings with Daniel Kinahan go through Sean McGovern.”
He was also noted for managing communications for Daniel Kinahan and reportedly distributing multi-kilogram shipments of cocaine. At the time, he possessed only one known Irish passport and had one registered address in Dubai.
A European arrest warrant had been issued against him, classifying him as one of Ireland’s most wanted individuals, as labeled by Interpol.
Since its seizure, McGovern’s home in Crumlin, Dublin, has been boarded up, as crews attempting to prepare the property for new tenants were met with intimidation.
