Tripartite Agreement for Strengthening National Competencies in Maritime Security

The Ports, Customs and Free Zone Corporation (PCFC) has joined forces with DP World and the Sharjah Marine Academy (SMA) to sign a tripartite memorandum of understanding aimed at enhancing national capabilities in the realms of security and the maritime sector.

This memorandum outlines a collaborative effort to train PCFC’s security management staff through the “Sand” program, which is designed to cultivate a new generation of Emirati competencies in security. The program lasts between 12 to 14 months, combining academic preparation with practical training to equip participants with advanced skills in security strategies and risk management, particularly within port and maritime transport sectors.

The tripartite agreement seeks to strengthen cooperation in educational, training, and scientific research fields related to maritime activities over a three-year period, in addition to developing high-quality maritime training programs and advanced research initiatives.

Nasser Al Neyadi, CEO of PCFC and Corporate Security and Government Relations Executive at DP World, stated, “This collaboration reflects our steadfast commitment to developing national talent and enhancing our security capabilities in crucial economic sectors, especially in global trade and maritime operations. It aligns with Dubai’s efforts to enhance its security and economic readiness and solidify its position as a global hub for trade and logistics, supporting the goals of the Dubai Economic Agenda (D33), which focuses on developing national competencies and elevating the economic framework to foster sustainable growth and enhance regional and global competitiveness.”

Al Neyadi further explained that under the terms of the agreement, both PCFC and DP World will identify training needs and nominate participants, while the Sharjah Marine Academy will execute the programs and provide qualified trainers who will confer accredited certifications to the participants. He praised the academy’s high standards and the advanced technologies utilized for training, designed to equip students with skills that meet the strategic directions of PCFC and DP World.

Dr. Hashim Al Zaabi, Director of the Sharjah Marine Academy, commented, “This partnership exemplifies a distinguished model of integration between academic expertise and strategic partnerships, contributing to the advancement of marine education in the nation and meeting the growing demands of the market.”

He added, “This memorandum reflects the UAE’s ongoing commitment to investing in human capital and enhancing national integration in security, trade, and the maritime sector, reinforcing the country’s leadership on both regional and international levels.”

The signing ceremony included a tour of the academy’s campus and facilities, where the PCFC delegation was shown the laboratories, simulation rooms, and training technologies employed to prepare students for various weather and security scenarios they may encounter during maritime journeys.
