UAE Government Unveils First Research White Paper on Shaping the Future of Legislative AI at Davos

The government of the United Arab Emirates has unveiled a research paper titled “The United Arab Emirates: Designing the Future of Legislative Intelligence, from Fixed Texts to a Dynamic Legislative System Based on Artificial Intelligence Solutions” during the 56th annual meeting of the World Economic Forum in Davos.

This white paper, prepared by the General Secretariat of the Cabinet in collaboration with Presight, a subsidiary of G42, and PwC (PricewaterhouseCoopers), outlines the UAE’s vision and a practical model for a legislative intelligence system. This innovative approach promotes a proactive methodology that anticipates future needs in developing legislation, transforming rigid frameworks into adaptable systems that align with the demands of the intelligent era and the UAE’s evolving requirements, all while being guided by data and inspired by the nation’s leadership and core community values.

Maryam bint Ahmed Al Hammadi, Minister of State and Secretary General of the Cabinet, emphasized that with the rapid pace of technological advancements, governments must evolve traditional legislative mechanisms. Following directives from the UAE leadership and reflecting national priorities and strategic objectives, the UAE government has initiated a national project to develop the first dynamic and adaptive legislative intelligence system. This human-led framework continuously learns and adapts to changes, aiming to facilitate a better and more prosperous life for all residents of the UAE.

She added that the white paper integrates ambitious vision and practical application, demonstrating how an AI-supported legislative system can enhance government efficiency and global competitiveness while reaffirming the UAE’s commitment to responsible innovation. Moreover, this paper serves as an invitation for international dialogue, encouraging governments, thought leaders, experts, and private sector innovators to contribute meaningfully.

Thomas Bramouthidam, CEO of Presight, commended the UAE government for once again setting a benchmark for being a leader in artificial intelligence. He noted that through its pioneering efforts to build a legislative system based on AI, flexibility, and trust, the UAE is establishing a global model for how governments can responsibly harness AI to improve public services.

He pointed out that this initiative adopts a forward-thinking approach that does not merely wait for change but actively contributes to shaping it, creating a model from which various countries can draw inspiration as AI becomes integral to effective governance.

The session for the launch of the research paper included participation from Mohamed Kande, Global Chairman of PwC. Hani Ashkar, the partner responsible at PwC Middle East, stated that the partnership with the General Secretariat of the Cabinet in this groundbreaking initiative underscores the UAE’s dedication to enhancing governance through the development of AI-driven legislative practices.

As a strategic partner, PwC leverages its expertise in NewLaw and generative AI at a national level to assist in designing a comprehensive legislative framework that links legislation, outcomes, and government services, establishing a global standard for responsible and future-ready law-making.

The white paper introduces several pioneering concepts, including the first-ever lexicon of legislative intelligence, which aims to create a shared language and unified methodology among legislators, policymakers, and technical developers.

Additionally, the paper presents an unprecedented application of the digital twin concept through the unified legislative digital twin, which acts as a live digital representation of the legislative system, capturing components and data, monitoring variables in real-time, analyzing data, suggesting legislative amendments, interacting with field services, and linking to enforcement mechanisms while simulating impacts on the economy and society instantaneously.

Recognizing the constitutional and humanitarian dimensions of integrating AI into legislation, the paper proposes the “Integrated Sovereign Governance Framework,” which defines AI’s role as a support tool for legislators rather than a substitute. The decision-making process remains entirely human-led, ensuring that AI outcomes align with constitutional principles and the legal system.

In this context, the paper highlights the essential role of humans in the intelligent era, introducing new hybrid roles that blend legal and technological expertise.

The white paper also explores the “Innovation Loop in Legislative Intelligence” as a framework that ensures the responsible and continuous development of the legislative intelligence system through effective governance of the identification, testing, and application of new AI use cases.

The document illustrates how the UAE embraces a perspective that transforms legislative intelligence into a globally relevant discipline characterized by openness, bilingual accessibility in Arabic and English, and integration capability, inviting partners worldwide to collaborate in designing the next generation of AI-enhanced legislative efforts that can keep pace with contemporary changes and promote human well-being.
