UAE and Qatar Sign Memorandum of Understanding to Enhance Collaboration in Labor and Human Resources Development

The United Arab Emirates, through its Ministry of Human Resources and Emiratisation, has signed a memorandum of understanding with Qatar, represented by the Ministry of Labour. This agreement aims to enhance cooperation, exchange expertise, and develop legislation related to labor and human resource development. The signing took place during the 11th meeting of the Council of Ministers of Labour of the Gulf Cooperation Council, held in Kuwait.

The memorandum was signed by Dr. Abdurrahman Al-Awar, the Minister of Human Resources and Emiratisation and Acting Minister of Higher Education and Scientific Research, and Dr. Ali Bin Samikh Al-Marri, the Minister of Labour in Qatar. It reflects the mutual commitment of both countries to strengthen collaborative efforts and expand areas of coordination in ways that benefit their shared interests.

This agreement aligns with the decisions and recommendations from the meetings of the Council of Ministers of Labour within the GCC, providing a framework for enhanced cooperation and knowledge sharing. It also aims to facilitate joint initiatives and coordination over several key aspects concerning the labor market.

The objectives of the memorandum include encouraging the exchange of expertise among Gulf Cooperation Council countries by improving the processes and requirements for registering and employing job seekers, training projects, and rehabilitating the national workforce. It further supports the Abu Dhabi Dialogue and Doha Dialogue by managing and reinforcing regional and international cooperation to improve the governance of migrant labor movements between Asia, Africa, and the GCC countries, among other areas.

Both parties will establish special committees to launch joint initiatives, exchange experts for technical advice, share best practices, and trade the latest labor market data, along with scientific publications, recent legislation, information systems, and knowledge transfers. They will also expand participation in international seminars and conferences organized by each participant in areas of mutual cooperation.
