Financial Authorities Announce Decision to Define Regulation of Virtual Assets in Dubai

The Ministry of Finance has announced the issuance of Ministerial Decision No. 336 for the year 2025, which includes the Virtual Asset Regulatory Authority (VARA). This authority was established in Dubai under Law No. 4 of 2022 and is now recognized within the definition of the competent authority as per Ministerial Decision No. 229 of 2025 related to specified and excluded activities under Federal Decree-Law No. 47 of 2022 regarding corporate tax.

As per this decision, VARA is recognized as one of the competent authorities for the purposes of qualifying activities, including fund management services and wealth and investment management services.

The Ministry of Finance reiterates its commitment to ensuring clarity, certainty, and compliance through the regulatory and tax framework while continuing to enhance the United Arab Emirates’ position as a leading global hub for financial and investment services.
