Dubai Welcomes 17.55 Million International Visitors in 11 Months

Dubai has solidified its status as a prime global tourist destination, welcoming over 17.55 million international visitors from January to the end of November 2025, representing a 5% increase compared to the same period in 2024, when the city attracted around 16.79 million tourists.

The tourism sector in Dubai has demonstrated exceptional performance in recent months, marking a significant shift in results and indicators that signal a new phase of growth and prosperity. This reflects Dubai’s high competitiveness in regional and global tourism, driven by the unwavering support and sound guidance from its wise leadership, which recognizes this sector as one of the strategic pillars for the future.

As reported in the monthly update from the Department of Economy and Tourism, hotels in Dubai achieved steady growth, with an average room occupancy rate of 80% during the first eleven months of the past year, compared to an average of 78% during the same period in 2024.

International visitors recorded over 40.85 million hotel nights during the first 11 months of 2025, up from 39.19 million nights in 2024, reflecting a growth of 4%. Additionally, the average duration of stay for visitors was approximately 3.7 nights.

The monthly report further indicated that the average daily rate for hotel rooms increased by 7% during the first 11 months of 2025, reaching 557 dirhams compared to 520 dirhams in the corresponding period of 2024. Furthermore, the average revenue per available room grew by 10%, hitting 448 dirhams, compared to 405 dirhams in the previous year.

Accommodation Capacity

By the end of November, Dubai’s hotel capacity reached 153.29 thousand rooms, with a total of 825 establishments across various classifications.

Luxury five-star rooms accounted for 36% of the total hotel market, totaling approximately 55.28 thousand rooms across 173 hotels. Following this, four-star accommodations held a 28% share, with 43.3 thousand rooms across 194 establishments.

Additionally, hotels classified as three stars and one star comprised about 19% of the market, with a capacity of 29.3 thousand rooms in 279 venues. The number of luxury apartments reached 13.89 thousand across 81 establishments, representing 9% of the market, while mid-range apartments made up about 8%, totaling 11.4 thousand units across 98 properties.

Visitor Regions

Data revealed that Western Europe ranked first as the source of visitors, contributing 21% of the total visitor count from January to November 2025, equating to roughly 3.65 million international tourists. The Gulf Cooperation Council region followed, accounting for 16% with approximately 2.75 million visitors.

South Asia took the third position with a share of 15%, approximately 2.59 million visitors, while the region comprising Russia, the CIS, and Eastern Europe captured a similar share with about 2.58 million tourists.

Moreover, the Middle East and North Africa represented 11% of total Dubai visitors, translating to around 1.95 million, whereas Northeast and Southeast Asia accounted for 9%, with approximately 1.64 million tourists.

The total number of international visitors from the Americas exceeded 1.23 million, constituting 7% of the overall count, in contrast to Africa’s share of 4%, with about 774 thousand visitors. The Australasia region contributed 2%, amounting to 357 thousand international tourists.

A significant factor contributing to Dubai’s surge in international visitors is a comprehensive strategy encompassing various key pillars of the tourism sector, which has been adopted and implemented by the Department of Economy and Tourism in collaboration with both public and private sector partners.

These joint efforts have garnered extensive global acclaim while showcasing Dubai’s impressive performance in the sector.
